Bakersfield's Renewable Energy Boom Raises Safety and Oversight Concerns

Bakersfield holds 60-70% of California's renewable energy generation capacity, according to the city's Green Energy Transition Plan, which targets 50% renewable energy use by 2030. But the rapid expansion of large-scale green technology projects is stirring debate over risks that accompany the rewards.
The numbers are staggering. A planned $180 million, 75-megawatt solar-to-hydrogen facility using Fusion Fuel's HEVO technology aims to produce 9,300 tons of green hydrogen annually, according to a 2022 announcement from Fusion Fuel and Electus Energy. The project would support over 1,000 Class 8 trucks or buses per day once operational. At the same time, California Bioenergy's Renewable Natural Gas project offsets petroleum fuel and reduces CO2e emissions by more than one million metric tons per year across 50 dairies.
But perhaps nothing raises more questions than Carbon Terra Vault. The project at the Elk Hills Oil Field in Kern County is approved to capture and store up to 49.1 million tons of carbon dioxide underground. That's enough to bury emissions equivalent to roughly 10 million cars annually, but storing CO2 beneath an active oil field has drawn scrutiny over leakage risks and long-term liability.
The Underground Risk
Carbon capture has been pitched as a climate necessity by the U.S. Department of Energy, which invested $33 million in Kern County for direct air capture hubs, including feasibility studies at Aera Energy's Belridge oil field and Chevron's San Joaquin Valley assets. But no carbon storage project of this scale has operated long enough to prove it can hold CO2 for centuries. Critics point to well blowouts at old oil fields and ask who pays if the storage fails.
Ethical questions also surround the green hydrogen push. The Fusion Fuel project promises clean fuel for heavy transport, but green hydrogen requires vast amounts of electricity and water, resources already strained in Kern County. The city's Priority Climate Action Plan calls for retrofitting 7% of buildings to all-electric by 2030 and transitioning 30% of passenger vehicles to electric. Balancing those goals with industrial hydrogen production could test the local grid and water supplies.
Jobs vs. Oversight
Bakersfield has attracted $69 billion in private investment and hosts over 250 tech startups by 2025, with $500 million in total investments and 3,000-plus tech jobs created in the last five years. Tech salaries average $85,000, 40% above the local median. Companies like Greentech Renewables, a solar PV and electrical product distributor operating as a division of Consolidated Electrical Distributors at 115 Kentucky Street, are part of that growth.
Yet regulatory bodies have not expanded at the same pace. The city's air district and county planning departments have limited staff to inspect carbon storage wells or hydrogen pipelines. A single leak at one of the 50 dairy digesters feeding the RNG project could release methane, a far more potent greenhouse gas than CO2.
What happens next depends on where the state and federal governments draw the line. The U.S. Department of Energy is backing carbon removal, but local officials face decisions on zoning, water rights and emergency-response planning that will shape whether Bakersfield's green transition becomes a model, or a cautionary tale.
