Bakersfield is cementing its role as California's largest renewable energy producer, having attracted $69 billion in private investment and cutting over one million metric tons of CO2e emissions annually through projects like California Bioenergy's Renewable Natural Gas facility. But the rapid shift brings challenges that local leaders and startups are only beginning to address.
The stakes are high. A planned 75-megawatt green hydrogen project by Fusion Fuel and Electus Energy, using Fusion Fuel's HEVO technology, aims to produce up to 9,300 tons of green hydrogen per year, enough to support over 1,000 Class 8 trucks daily. The U.S. Department of Energy has invested $33 million in Kern County for direct air capture carbon management hubs, including feasibility studies at Aera Energy's Belridge oil field and Chevron's San Joaquin Valley assets. Yet hydrogen transport and storage remain unproven at scale, and direct air capture technology is still expensive.
A Startup Scene With Growing Pains
Bakersfield now hosts over 250 startups by 2025, focused on renewable energy and agtech. Ecomerge Solutions processed $284.1 billion in sustainable product transactions in 2023 alone. The Kern Clean Energy Center, launched in 2022, aims to deploy over 300 megawatts of solar and battery storage by 2026, combining local utilities, universities and private investment. Greentech Renewables operates a solar equipment distribution center at 115 Kentucky Street, serving local installers and contractors.
But the city's tech job market, growing 12-15 percent faster than the U.S. average, with salaries averaging $85,000 (40 percent above the local median), is also creating a skills gap. Entry-level cybersecurity roles start at $90,367-$112,000; Cloud Architect roles exceed $200,000. Over 450 tech positions are open, yet many require certifications like A+, MCP or ITIL fundamentals. Local employers including Kern Community College District and Grimmway Produce Group are hiring, but the pipeline of trained workers lags.
Ethical Questions and Transition Friction
The City of Bakersfield's Priority Climate Action Plan targets retrofitting 7 percent of buildings to all-electric by 2030 and transitioning 30 percent of passenger vehicles to electric by the same year. For a region historically tied to oil and gas, that timeline raises questions about job displacement. While the green sector has created 3,000-plus tech jobs in the last five years, many former fossil-fuel workers lack the credentials for those roles.
The $180 million solar-to-hydrogen facility using Fusion Fuel's HEVO technology also faces public skepticism. Hydrogen leaks can contribute to indirect greenhouse effects, and large-scale storage near populated areas requires new safety protocols. A $50 million Tech Innovation District is under development, but zoning and environmental reviews could slow progress.
For now, Bakersfield is positioning itself as a test case, a city that proved it can attract billions in clean-energy investment, but still has to prove it can manage the transition equitably. Over 50 tech events happen annually, with 42 percent of attendees reporting they found job opportunities. The next step will be ensuring those opportunities reach the communities that powered the region's old economy.
