Bakersfield Opens Applications for 85 Land Parcels This Month
Bakersfield planning officials opened applications July 8 for 85 parcels totaling 120 acres in two expansion zones.
How we reported this
The City of Bakersfield released 85 residential parcels on July 8, 2026, covering 120 acres split between the Rosedale area and land east of Chester Avenue.
Housing demand in Kern County has outpaced supply for three straight years, with the median single-family home price reaching $412,000 in June according to county assessor records. Builders and first-time buyers now face a formal qualification process tied to income limits and project timelines set by the Bakersfield Planning Department.
City staff identified the parcels during a March 2026 review of underused agricultural edges along Rosedale Highway and near the Kern River levee east of Chester Avenue. Both sites sit inside the 2024 General Plan growth boundary, which added 2,400 acres for future residential use.
Who qualifies for the parcels
Applicants must meet one of three tracks. Households earning up to 120 percent of area median income can apply for the 32 lots reserved under the Bakersfield Affordable Housing Initiative. Licensed contractors and small developers qualify for the remaining 53 lots if they commit to completing at least 60 percent of units within 24 months. Nonprofits registered with the Kern County Housing Authority receive priority scoring for any lot that includes senior or veteran housing components.
Income verification uses 2025 tax returns and requires a minimum 10 percent down payment or equivalent construction bond. The city bars corporate investment firms from the initial round to keep lots in local hands.
How to submit an application
Forms are available at the Bakersfield Planning Department counter on 1717 18th Street or through the city website portal. Completed packets must include site plans, proof of financing, and a $2,500 nonrefundable deposit. The deadline is 5 p.m. August 15, 2026. Staff will rank applications by August 29 and hold a public lottery for tied scores on September 4 at the City Council chambers.
Lot prices start at $78,000 for the smallest 6,000-square-foot parcels and rise to $142,000 for corner sites with river views. Buyers who secure a parcel receive a 90-day due diligence period before closing. City staff will host two informational sessions on July 15 and July 22 at the Kern County Fairgrounds to walk through the paperwork and answer questions on utility hookups along the new alignments.
